Water Main Replacement Program Right-of-Way Job Order Contract

The City of Phoenix is seeking qualified contractors to provide Water Main Replacement Right-of-Way Job Order Contracting services on an on-call basis. The contract will be for a five-year duration or $40,000,000, whichever occurs first. The contractor will be expected to perform various construction services, including the installation of water mains, valves, fire hydrants, and services lines. The contractor will also be required to provide performance and payment bonds and to utilize certified Small Business Enterprise (SBE) firms to achieve the established SBE goal. • The contractor must hold the correct Arizona contractor license. • The contractor must provide a statement of its bonding capacity from a Surety Company. • The contractor must submit a Statement of Qualifications (SOQ) electronically through the City's Procurement Portal. • The contractor must comply with the City's SBE program requirements. • The contractor must provide a proposed subcontractor selection plan. • The contractor must describe its approach to performing the required services, including its project management approach and software systems used for planning, project engineering, and scheduling.
