The City of Fishers seeks a qualified technology firm to develop a detailed concept for a Resident Identity and Access Management (RIAM) platform that will serve its citizens. The effort includes stakeholder engagement, strategic planning, a roadmap presentation, training for six City employees, ongoing maintenance, and 24/7 user/technical support. The solution must be cloud‑hosted, preferably in a private or virtual private cloud located entirely within the continental United States, and must include robust authentication (MFA), authorization, and NIST‑aligned audit logging.
