Description

The City of Chattahoochee Hills is seeking a qualified consultant to develop an FHWA-compliant Transportation Safety Action Plan under the SS4A program. The plan will apply the Safe Systems approach to reduce roadway fatalities and serious injuries, with a focus on vulnerable road users in a rural context. The consultant will evaluate historic crash data, roadway characteristics, land use context, travel behavior, and demographic factors to identify high-injury networks and systemic risk conditions. The plan will include safety-focused active transportation and off-road network planning, undertaken exclusively as a transportation safety strategy. • The consultant will provide a comprehensive, data-driven Safety Action Plan that applies the Safe Systems approach and addresses systemic safety risks across the City’s transportation network. • The plan will emphasize proactive, systemic safety strategies consistent with the Safe Systems approach, integrate equity considerations, and incorporate meaningful public engagement to inform implementable solutions. • The consultant will evaluate and plan trails, shared-use paths, and off-road facilities as exposure-reduction and conflict-mitigation countermeasures, not recreational amenities. • The plan will include a prioritized, data-driven, and implementable set of safety strategies and projects that align with SS4A eligibility requirements and position the City for future SS4A implementation funding.
