Description

The State of South Carolina Department of Environmental Services seeks a qualified laboratory to perform comprehensive drinking‑water analyses across the state. The contract covers nitrate, inorganic chemicals, volatile organic compounds, synthetic organic chemicals, and radioactive contaminants for a defined set of water‑system samples. The contractor must be SCDES‑certified, supply sample‑collection kits, maintain chain‑of‑custody documentation, and deliver electronic and written reports within 21 days of analysis. The contract is a firm‑fixed‑price, one‑year term with bi‑monthly invoicing and optional preference claims for resident or U.S.‑produced services. • Perform laboratory testing on 250 nitrate samples, 16 inorganic‑chemical samples, 35 VOC samples, 20 synthetic‑organic samples, and 140 radiological samples. • Provide all sampling kits, chain‑of‑custody forms, and ensure compliance with EPA 40 CFR Parts 141 & 142 and South Carolina Primary Drinking Water Regulations. • Submit detailed analytical results and upload data to the SCDES Compliance Monitoring Data Portal within 21 days of receipt; issue bi‑monthly invoices via EFT.

Budget estimate

$50,000 – $120,000

Based on the listed sample counts (250 nitrate + 16 IOC + 35 VOC + 20 SOC + 140 radiological = 461 samples) and typical commercial lab fees ranging from $100‑$200 per sample (higher for radiological analyses), the total contract value is likely between $50,000 and $120,000. The low end assumes $110 per sample on average; the high end assumes $260 per sample for more complex radiological tests. Additional costs for kit provision, data reporting, and overhead could push the high estimate upward.
