Description

The City of Rapid City is seeking a qualified engineering firm to provide comprehensive professional services for the design, bidding, and construction administration of the new North Rapid Reservoir at Elk Vale Road. The effort includes preliminary and final design, reservoir sizing and type confirmation, integration with existing water‑utility infrastructure, preparation of construction documents, bidding assistance, and expanded construction‑administration support through project completion. The contract may be split into two phases (design/bidding and construction administration) with a maximum‑not‑to‑exceed fee structure. • Design services for a 1.5‑million‑gallon elevated reservoir (preliminary and final) • Modeling of population growth, water demand, and reservoir performance • Coordination of transmission main linking to East Anamosa Street Extension • Preparation of bidding documents and assistance with contractor selection • Construction‑administration services, including field inspections, sub‑consultant coordination, and progress reporting • Project schedule targeting design completion in late 2027 and construction completion by end 2028 • Required insurance (minimum $1 M E&O) and compliance with City, State, and federal design standards

Budget estimate

$400,000 – $800,000

Based on typical engineering fee structures (5‑10 % of total construction cost) and the anticipated construction budget for a 1.5 M‑gal reservoir with associated transmission mains (estimated $8 M‑$12 M), the professional services fee is likely to fall between $400,000 and $800,000. The lower bound assumes a modest 5 % fee on an $8 M project, while the upper bound reflects a 10 % fee on a $12 M project. Factors influencing the final amount include the final negotiated scope (whether the firm handles both design and construction administration), the complexity of hydraulic modeling, and any additional sub‑consultant expenses.
