The Office of the Secretary of Transportation, Office of the General Counsel, is seeking a sole source provider for an online legal research platform, specifically Westlaw Advantage, which offers comprehensive access to state and federal case law, statutes, administrative materials, and exclusive Artificial Intelligence (AI) powered research tools. The platform must have ISO/IEC 42001:2023 certification for AI Management Systems. The contract will be for a period of five years, consisting of one base year and four option years, with a total estimated cost of $2,420,638.92. Key features of the platform include exclusive AI capabilities, proprietary analytical content, and unmatched editorial content. • The platform must provide access to state and federal case law, statutes, and administrative materials. • The platform must have exclusive AI capabilities, including Deep Research, Litigation Document Analyzer, and Claims Explorer & AI Jurisdictional Surveys. • The platform must provide access to proprietary analytical content, including American Jurisprudence, American Law Reports, and Wright & Miller's Federal Practice and Procedure. • The platform must have a master classification system of U.S. law and a citator service with exclusive features.
