The Borough of Tinton Falls is seeking a qualified financial consulting firm to provide fiscal‑impact analysis and advisory services for municipal redevelopment projects, including analysis of tax‑exemption statutes and PILOT arrangements. The consultant will advise elected officials, produce required fiscal‑impact reports, attend borough meetings, and deliver ongoing advisory support.
• Scope includes advisory services on NJ Local Redevelopment and Housing Law, Long‑Term Tax Exemption Law, and health‑care‑related exemptions.
• Deliverables: fiscal‑impact reports, decision‑support analysis, meeting participation, and any additional services reasonably required.
• Mandatory submission package: firm biography, personnel qualifications, two municipal references, fee proposal, professional liability insurance, business registration, non‑collusion affidavit, stockholder disclosure, and post‑award affirmative‑action certification.
