Description

This solicitation seeks contractors to provide emergency debris‑removal services on territorial and federal right‑of‑way routes throughout the U.S. Virgin Islands after a disaster declaration. The work involves separating eligible debris (vegetative, construction & demolition, white goods, metal), loading it onto DPW‑certified trucks, hauling to approved debris‑management sites, and complying with strict safety, traffic‑control, and environmental regulations. Performance will be triggered by an “all‑clear” signal from the territorial emergency management agency and will continue until all designated areas are cleared. • Required equipment: covered, rubber‑tired trucks with side‑board extensions (max 5 cubic yd capacity); no trailers; barging permitted for certain islands. • Monitoring: a Debris Monitor must accompany each load; a Tower Monitor verifies load tickets at the disposal site. • Payment is volume‑based – cubic yards of eligible debris and per‑item rates for white‑goods, with weekly invoicing. • Contractor must maintain SAM registration, provide extensive insurance, and adhere to MUTCD, local OSHA, and federal regulations (EEO, Buy‑American, etc.).

Budget estimate

$500,000 – $1,500,000

The solicitation calls for removal of approximately 12,000 cubic yards of debris (5,000 CY each for two primary debris categories and 1,000 CY each for two white‑goods categories). Assuming industry rates of $50‑$100 per cubic yard for non‑hazardous debris, total volume‑based compensation could range from $600,000 to $1,200,000. Adding per‑item fees for white‑goods (estimated $200‑$500 each) and potential reimbursements for barging and disposal fees could increase the total to roughly $800,000‑$1,500,000. Therefore, a realistic low‑end estimate is about $500,000 and a high‑end estimate about $1,500,000.
