Growth Access Program (GAP) - Justice-Impacted Workforce

The Denver Regional Council of Governments (DRCOG) is seeking proposals to launch the Growth Access Programs (GAPs) – Justice-Impacted Workforce. The purpose of this request for proposals (RFP) is to award a single contract, totaling up to $900,000 over two years, to deliver heating, ventilation, air conditioning and refrigeration (HVACR) and cold-climate heat pump job training to cohorts of participants that are currently incarcerated and nearing the end of their sentence in a Colorado Correctional Facility. The selected Applicant Team will provide hands-on HVACR technical training, soft skills development, and post-program support, including referrals to the DRCOG Green Workforce Hubs to help participants overcome employment barriers and get connected to a Career Pathway in the Building Decarbonization Trades. • The contract will be for 24 months, starting on or about January 1, 2026, and ending on December 31, 2027. • The selected Applicant Team will be responsible for designing and implementing a workforce development program specifically for justice-impacted individuals. • The program will have two distinct phases: Pre-Release and Post-Release. • The selected Applicant Team will provide training and support services to participants, including HVACR technical training, soft skills development, and post-program support.
