RFP 2025-26-005 Emergency Operations Training

The City of Hesperia is seeking a qualified emergency management professional firm to deliver operational training and a tabletop exercise to staff assigned to an active Emergency Operations Center. The selected consultant will work in close coordination with the City Manager and staff to develop, facilitate, and evaluate a winter weather tabletop exercise. The objective of this project is to assess emergency response capabilities, interdepartmental coordination, communication protocols, and resource allocation during a simulated storm event. Key tasks include planning and development, exercise execution, and evaluation and reporting. • The consultant will conduct an independent and objective assessment through a realistic, scenario-based exercise and provide evidence-based recommendations aligned with emergency management best practices. • The consultant will collaborate with the City of Hesperia to determine the exercise's specific goals and identify participating departments, key personnel, and their roles. • The consultant will create a realistic, clinically relevant winter weather scenario tailored to the City of Hesperia’s location and impact. • The consultant will develop a comprehensive After-Action Report (AAR) summarizing the exercise, findings, and documented decisions. • The consultant will develop an actionable Improvement Plan (IP) detailing recommendations for improvements, assigned responsibilities, and timelines to address identified deficiencies.
