The ICE Office of the Chief Information Officer (OCIO) is conducting market research to identify vendors capable of providing operations & maintenance (O&M), continuous enhancement, and architectural guidance for its enterprise AI, data, and technology strategy (ADTS). The effort covers three functional areas: (1) Artificial Intelligence – sustain and evolve the STELLA AI platform, chat bot, and application portfolio; (2) Data – maintain data lakehouse pipelines, governance (Collibra), and “Data Strike Team” support; (3) Technology Strategy/Architecture – deliver an AI‑driven enterprise architecture practice, standards, roadmaps, and the design/implementation of an “Agentic Software Factory” with control‑plane, orchestration/runtime, and independent assurance layers. Vendors must support 24/7 O&M, provide tiered support, ensure continuous ATO, implement AI governance, and assist with multi‑cloud (AWS, Azure, GCP) DevSecOps pipelines. Responses are due Oct 16 2026.
