Valley Water is seeking one or two qualified consulting firms to provide on‑call environmental and engineering services across Santa Clara and San Benito Counties. The agreement is structured as a series of task orders issued on an “as‑needed” basis, each with its own Not‑to‑Exceed fee. The work includes Phase I and Phase II hazardous‑substance liability assessments, asbestos/lead‑based‑paint surveys, remedial design, storm‑water pollution‑prevention planning, and construction‑phase engineering support. The consultant must maintain a California PE license for the Project Manager, a Qualified Storm‑Water Pollution Prevention Plan Developer (QSD) certification, and at least five years of relevant experience. The total contract ceiling is $1.5 million (up to $750 k per firm) over a five‑year term, with a $500 standby payment if no work is ordered. All proposals are submitted electronically by the deadline, and the selection process includes a technical evaluation, optional oral interviews, and negotiation of task‑order rates.
• Perform Phase I/II ESAs and HSLA studies, including site reconnaissance, sampling, data analysis, and liability reporting.
• Design remedial actions, develop construction drawings/specifications, and provide oversight during remedial construction.
• Develop and review Storm‑Water Pollution Prevention Plans (SWPPP), support bid preparation for storm‑water BMPs, and conduct on‑site monitoring.
• Supply project‑management, coordination, and reporting services for each task order; maintain compliance with California environmental statutes and local regulations.
• Provide expert witness testimony, supplemental reporting, and any additional services requested via task orders.
