Description
The Metropolitan Council is seeking a qualified firm to develop a comprehensive “Complete Streets” guide for local governments in the Twin Cities region. The guide will provide best‑practice recommendations, tools, templates, case studies, and possibly outreach or training materials to support municipalities in planning and implementing Complete Streets projects.
• Deliver a written manual covering policy, design, implementation, and evaluation of Complete Streets initiatives.
• Produce supporting tools such as templates, checklists, and case‑study summaries.
• Optional outreach or training components to facilitate adoption by local officials.
• Ensure compliance with state debarment/suspension requirements for any subcontractors.
• Provide all deliverables electronically by the contract award date.
