Description

The City of Norfolk is seeking a responsible vendor to provide an Inductively Coupled Plasma Mass Spectrometer (ICP-MS) according to the terms, conditions, and specifications of this solicitation. The ICP-MS will be used for analysis of regulatory metals under the Safe Drinking Water Act, groundwater, surface water, and wastewater. The City requires a complete, fully functional, and new ICP-MS capable of determining trace elements in drinking water, surface water, groundwater, and wastewater in accordance with EPA Method 200.8, Revision 5.4. The system must include a detector, mass analyzer, RF generator, sample introduction, and software. The contractor shall provide on-site installation and at least a three-day onsite training following the instrument installation. Key points to consider: • The ICP-MS must be capable of trace-level elemental analysis while mitigating spectral, physical, and memory interferences. • The system must include a conventional or extended dynamic range electron multiplier or equivalent detection system. • The contractor must provide a 3-year Service Agreement for parts and labor that will start after the end of the warranty period. • The City encourages small businesses and businesses owned by women and minorities to compete and encourages non-minority firms to provide for the participation of small businesses and businesses owned by women and minorities through subcontracting, partnerships, joint ventures, and other contractual opportunities.

Budget estimate

$300,000 – $700,000

The budget for this opportunity is likely to be substantial, given the complexity and specificity of the ICP-MS system required. The cost of such a system can range from $200,000 to $500,000 or more, depending on the features and capabilities of the instrument. Additionally, the 3-year Service Agreement and the cost of installation and training will add to the overall budget. A rough estimate for the total budget could be between $300,000 and $700,000.
