The California Civil Rights Department (CRD) is seeking a qualified firm to design, implement, and manage a statewide fair‑housing testing program to uncover systemic discrimination under the Fair Employment and Housing Act. The contractor will develop a detailed testing plan, recruit and train paired “protected” and “control” testers, execute a series of telephone, in‑person, and application tests across the state, collect and analyze evidence, and deliver regular and final reports to support enforcement actions. The contract is fixed‑price, three years with an optional two‑year extension, and includes mandatory participation of Small Business and Disabled Veteran Business Enterprise subcontractors.
• Develop and obtain approval for a comprehensive testing methodology and work plan.
• Recruit, train, and manage tester pairs, conduct 2‑5 tests per month, and document all interactions.
• Produce interim analyses, a final report, and an evidence package for potential enforcement, while providing monthly status updates to CRD.
