The U.S. Army Contracting Command (ACC‑APG) on behalf of CECOM SAMD is conducting market research to identify vendors capable of supplying 20 Global System for Mobile Communications (GSM) locator systems for the Pakistan Army under a Foreign Military Sales (FMS) program. The locators must detect, geolocate, and pinpoint signals from mobile devices across multiple frequency bands (2G‑5G) and operate in both urban and rural environments. Respondents must provide technical specifications, ROM pricing, availability, export‑control status, and demonstrate past performance and SAM registration. The solicitation is informational only; no funds are available for response preparation, and the government is not obligated to award a contract.
