Alabama’s Medicaid‑run Health Information Exchange (HIE) is seeking a comprehensive IT partner to design, develop, migrate, and support a statewide HIE platform. The effort includes data‑processing and software development, cloud‑hosting and infrastructure services, health‑related and records‑management services, and a 24/7 help‑desk for internal staff. The supplier must deliver up to ~780 new interface connections per week, manage a 12‑month migration of existing AWS resources, and comply with state Medicaid data‑security and regulatory standards.
• Provide data‑processing, programming, and software services (Commodity 92000).
• Deliver application, infrastructure, hosting and cloud computing services (Commodity 92005) including migration of current AWS environment.
• Offer health‑information, health‑related, and records‑management services (Commodities 94800, 94843, 95882).
• Staff full‑time (onsite or remote with Medicaid approval) and maintain a 24 × 7 support desk with a 4‑hour response SLA.
• Meet a 12‑month project timeline with weekly targets of ≥15 new HIE connections.
