Change Order Notice Illinois State Safety Oversight Agency (SSOA) Consultant Services

This solicitation is a change‑order amendment to the existing Illinois State Safety Oversight Agency (SSOA) consultant contract. The State of Illinois is increasing funding to continue providing rail‑transit safety expertise, planning support, training, administrative services, and oversight for the Chicago Transit Authority (CTA) under Federal Transit Administration (FTA) regulations. The contractor will be required to maintain existing safety‑oversight activities and expand work to meet new FTA special directives and rulemaking requirements through March 2028. • Increase funds for the final renewal term to address new FTA directives. • Continue rail‑transit safety inspections, audit oversight, and technical consulting. • Develop and deliver training materials, support safety‑management inspections, and provide administrative support for the Illinois State Safety Oversight Agency program. • Work is performed under an open‑market procurement with no small‑business set‑aside. • Contractor must sustain 5‑7 full‑time equivalents (inspectors, auditors, trainers) for the contract duration.
