Description

This solicitation calls for a multi‑provider contract to conduct hazardous‑materials testing and reporting for Caltrans projects located in Los Angeles and Ventura Counties. The contractor must supply all labor, equipment, travel, and incidentals, perform asbestos and lead‑based‑paint surveys, provide laboratory analysis (PLM and XRF), and deliver detailed reports within ten working days of each service request. The work is on‑as‑needed, with up to two awardees selected based on lowest responsive price. Minimum qualifications include a suite of state‑certified personnel (CAC, CSST, CIH, Lead Inspector, etc.) and certified testing laboratories (ELAP/NVLAP). The contract is limited to $5K‑$250K, subject to prevailing‑wage rules, and runs for approximately three years. • Provide asbestos and lead‑based‑paint sampling (PLM & XRF) and optional point‑count analyses. • Deliver bound/unbound report sets (PDF + hard copies) within 10 working days of each Service Request. • Maintain required certifications, DIR registration, insurance, and compliance with labor‑code, environmental, and data‑security statutes.

Budget estimate

$50,000 – $200,000

The solicitation caps the contract value between $5,000 and $250,000. Considering the typical cost of field sampling, laboratory analysis, travel, and reporting for multiple service requests over a three‑year period, a realistic earnings range is roughly $50,000 to $200,000. Lower end reflects minimal service volume; upper end assumes a full complement of calls across both counties.
