Cogeneration Equipment Maintenance & Repair Services

The City of Thousand Oaks is seeking a qualified contractor to provide maintenance and repair services for the cogeneration system at the Hill Canyon Treatment Plant. The system includes a Guascor engine, Leroy-Somer generator, and Biospark fuel conditioning system. The selected contractor will be responsible for scheduled preventive maintenance, scheduled emission source and screen testing, inspections, corrective actions, and emergency response. The contract will be for a five-year term, beginning January 2026 and ending December 2030. • The contractor must have manufacturer-approved training to perform maintenance on Guascor or equivalent biogas engines. • The contractor must be familiar with Biospark or equivalent fuel conditioning systems. • The contractor must have a valid California contractor license in C-10 Electrical or other CSLB classification applicable to cogeneration maintenance. • The contractor must have trained technicians certified in confined space entry, lockout/tagout, and hazardous gas detection. • The contractor must have authorized access to Guascor, Leroy-Somer, or Biospark OEM parts or approved equivalents. The City is looking for a partner with technical expertise, manufacturer certifications, and proven experience to keep the equipment operating at peak performance.
