Description
The City of Flint is seeking professional engineering services to design the reconstruction of East Hamilton Avenue from James P. Cole Boulevard to North Street. The scope includes full roadway design, permitting, construction‑document preparation, construction‑engineering services, field supervision, QA/QC testing, and related support for a project slated for design in 2027 and construction in 2028. Bidders must submit a complete hard‑copy and electronic proposal by the September 23, 2026 deadline, include all required exhibits, and acknowledge receipt of Addendum #1. The contract will require performance and payment bonds and comprehensive insurance coverage.
• Design of full‑depth roadway reconstruction (removal, subgrade, base, HMA pavement, curb, gutter, sidewalks, ADA ramps).
• Upgrading storm‑sewer pipes, drainage structures, and traffic signals with accessible pedestrian signals.
• Providing construction‑document sets, construction‑engineering support, field supervision, and QA/QC testing throughout the build phase.
• Mandatory compliance with City of Flint’s procurement rules, including a 120‑day firm‑ness period and a 14‑day award acceptance window.
