Description

The Department of War Education Activity (DoWEA) seeks capability statements from accredited Institutions of Higher Education (IHEs) to form no‑cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs) for dual or concurrent enrollment programs serving DoWEA high‑school students worldwide. Responses will be evaluated for institutional, academic, technical, cybersecurity, and compliance capabilities, but no direct government funding will be paid to the IHE; tuition is to be covered by parents/guardians with a possible reimbursement ceiling of $1,500 per student per year. • Eligibility: active Program Participation Agreement, state licensure, U.S.‑citizen staff accessing PII/CUI, U.S.–based data hosting. • Scope: deliver dual‑enrollment courses (online, hybrid, or in‑person), manage enrollment, credit transfer, teacher certification, and technical integration (ClassLink, SAML, OAuth, OneRoster). • Submission: 15‑page narrative + technical exhibits, emailed to Andrew Johnston and Alim Koroma by 26 Oct 2026; questions due by 08 Oct 2026. • No‑cost MOU/MOA: DoWEA will not make direct payments; any government reimbursement is capped at $1,500 per student per year.

Budget estimate

$0 – $500,000

No direct contract award amount is specified. The only potential monetary flow is a government reimbursement of up to $1,500 per student per academic year, plus tuition/fees paid by parents/guardians. Assuming an IHE enrolls 100 students, the maximum reimbursement could be $150,000 annually; larger enrollments could push the ceiling into the mid‑hundreds of thousands. Therefore, expected earnings range from $0 (if no reimbursement pursued) to roughly $500,000 per year for high‑volume participation.
