Description

The New York City Department of Small Business Services seeks a qualified vendor to deliver capacity‑building services for community‑based development organizations (CBDOs) located in low‑ and moderate‑income neighborhoods. The work focuses on disaster/emergency preparedness, burnout identification and prevention, and overall resiliency, using data‑driven research to develop a cohort program that provides training and support to help CBDOs effectively respond to potential disasters. The vendor will collaborate closely with SBS to design and implement the program, ensuring it meets the specific needs of the targeted neighborhoods. • Provide disaster resilience training and capacity‑building workshops for CBDOs. • Conduct needs‑assessment research and develop a data‑driven cohort program. • Offer ongoing support for burnout prevention and emergency preparedness. • Coordinate with SBS to align services with city goals for LMI neighborhoods. • Deliver all services under a Competitive Sealed Proposal process.

Budget estimate

$200,000 – $500,000

No budget is disclosed in the solicitation. Based on the scope—designing a full cohort training program, conducting needs‑assessment research, and providing ongoing support for multiple CBDOs across NYC—similar municipal capacity‑building contracts typically range from $200,000 to $500,000. Larger budgets may be required if extensive data collection or supplemental services are added, while a more limited pilot could fall toward the lower end of that range.
