Description
Vermont’s Department of Buildings and General Services is seeking a qualified construction‑management firm to design‑develop and construct a series of rustic cabins at New Discovery State Park and Lake Carmi State Park. The contractor will provide full pre‑construction services, develop a Guaranteed Maximum Price (GMP), manage all trade contracts, and oversee construction through substantial completion, delivering a one‑year warranty and as‑built documentation. The effort includes site work, utility installation, ADA‑compliant access, and adherence to dark‑sky lighting standards, with strict seasonal timing constraints and environmental protections.
• Install 5‑6 single‑room rustic cabins at New Discovery and additional cabins at Lake Carmi, each ~14 ft × 14 ft with a 7‑ft porch, meeting specified exterior finishes and ADA requirements.
• Provide complete construction‑management services: constructability reviews, cost estimating, schedule development, value‑engineering, procurement of subcontractors (minimum three bids for trades > $15,000), and ongoing reporting.
• Manage site constraints (wetlands, protected trees), comply with NEC, VOSHA, dark‑sky lighting, and submit a Construction Site Waste Reduction Plan; all submittals must be delivered electronically via Submittal Exchange®.
• Deliver the project on a GMP of $680,000 with a required substantial completion by April 15 2027 and final close‑out by May 15 2027; includes a performance incentive based on projected cabin revenue.
