NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD

The U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), intends to award a Purchase Order (PO) to James Carroll & Associates – Forensic Consultants, LLC on a sole source basis for Crime Laboratory Forensic Testing Verification Services. The USAO-DC requires these services to verify the integrity of forensic testing conducted by the D.C. Department of Forensic Science for felony prosecution. The services will include evaluating and confirming the forensic testing conducted by the D.C. Department of Forensic Science's methodology and reports related to Forensic Biology, Forensic Chemistry, and Latent Fingerprints. • The period of performance is January 5, 2026, through January 4, 2027. • The NAICS code for this procurement is 541380, entitled Forensic (except medical) laboratories or services. • The size standard for this procurement is $19,000,000 dollars. • The Government intends to use FAR Parts 12.6 and 13.5 to purchase the above-listed items.
