Description
The County is seeking a qualified contractor to perform a comprehensive reconstruction (“diet”) of approximately 2,300 linear feet of Libbie Avenue in Richmond, VA. The scope includes removal and replacement of existing medians, curb and gutter work, mill‑and‑overlay pavement rehabilitation, restriping, installation of a shared use path, a protected two‑way bicycle lane, and modifications to water and sewer utilities within the project limits. The work must comply with VDOT’s Locally Administered Project Manual, the latest VDOT Road and Bridge Specifications (2020), and all applicable federal, state, and local requirements, including the Buy America Act.
