Provision of Combined Sewer Overflow (CSO) Monitoring and Reporting Services

The City of Vancouver is seeking a qualified vendor to provide end‑to‑end Combined Sewer Overflow (CSO) monitoring and reporting services for an initial three‑year term, with the option to continue month‑to‑month thereafter. The work includes installing, operating, and maintaining flow‑ and level‑monitoring equipment across the municipal sewer network, delivering near‑real‑time data via cellular telemetry, supporting the City’s FlowWorks platform, performing data analysis, validation, and regulatory reporting, and maintaining a local field crew capable of restoring service within five days of an outage. The contract is open competition (RFP) and requires a minimum of five years’ experience with government clients, proven capability with cellular‑connected monitoring equipment, and demonstrated support for FlowWorks. • Install, operate, and maintain CSO flow‑monitoring stations (both semi‑permanent and temporary). • Provide 5‑minute interval data transmission (cellular, ≥90 % monthly connectivity) and upload to FlowWorks. • Deliver data analysis, validation, quarterly finalization, and an annual comprehensive report. • Maintain a local field crew able to respond to outages within 5 days (10 days if traffic control required). • Meet mandatory prerequisites: ≥5 years experience with government CSO projects, data analytics, cellular telemetry, FlowWorks support, and local field response capability.
