The Massachusetts Executive Office of Health and Human Services is issuing a Rate Year 2027 Acute Hospital Request for Applications (RFA) inviting in‑state acute hospitals to enter into a MassHealth contract for the FY 2027 period (Oct 1 2026 – Sep 30 2027). The contract will pay hospitals on a fee‑for‑service basis using the APAD (inpatient) and APEC (outpatient) methodologies, supplemented by per‑diem, outlier, and various supplemental payment pools. Applicants must meet licensing, Medicare certification, bed‑type and utilization thresholds, and must submit extensive documentation, quality‑program participation, and IT/HIE capabilities.
• Scope: All inpatient, outpatient, emergency, behavioral health, rehabilitation, and per‑diem services provided to MassHealth members.
• Payment: APAD/APEC rates per discharge/episode, plus per‑diem rates, outlier payments, drug carve‑outs, and supplemental pools (high‑public‑payer, pediatric, safety‑net, etc.).
• Requirements: Massachusetts acute‑hospital license, Medicare certification, ≥ 50 % beds in designated acute categories, participation in CQI/HQEIP quality incentives, and compliance with health‑IT exchange standards.
• Deadlines: Applicants’ conference (Sept 21 2026, optional), questions due (Sept 23 2026), full application due (Sept 30 2026). The contract commences Oct 1 2026 for a 12‑month period.
