Description
The East Bay Municipal Utility District (EBMUD) is creating two consultant rosters – one for Equal Employment Opportunity (EEO) services and another for Alternative Dispute Resolution (ADR) services. Firms may submit a Statement of Qualifications (SOQ) for either or both rosters. The rosters will be used for individual contract awards up to $250,000 and will remain in effect for at least two years, with annual performance reviews. No formal deadline is set, but the first review of submissions is scheduled for Monday, September 28, 2026. Interested firms must demonstrate the ability to provide in‑house EEO investigations, training, mediation, and related conflict‑resolution services, and must maintain comprehensive insurance coverage.
• EEO roster covers investigations, agency coordination, and mediation/care services.
• ADR roster covers mediation, facilitation, conflict coaching, training, and organizational development.
• Contracts are as‑needed, ≤ $250,000 each, with payment within 30 days of invoicing.
• Submission requires a PDF SOQ, the P‑025 Employment Data & Certification form, and proof of insurance prior to award.
