Description

The City of Norfolk is seeking a responsible vendor to provide Pump Rental Services according to the terms, conditions, and specifications of this solicitation. The agreement resulting from this Invitation for Bid (IFB) shall be for a five-year period. The City will award the contract to two contractors: a Primary Contractor, the lowest bidder, and a Secondary Contractor, the second lowest bidder. The Primary Contractor will be responsible for performing all tasks specified in the IFB, while the Secondary Contractor may be engaged in specific situations, such as when the Primary Contractor is unable to provide rental services or if the City deems the rates submitted by the Primary Contractor unreasonable. The contractor shall provide rental services of various equipment, including pumps, hoses, and fittings, for the primary use of dewatering and related projects. The contractor must deliver the equipment within 24 hours of request, and for emergency or expedited requests, within 6 hours. The contractor shall also provide operating manuals for the pumps and ensure that all equipment is in safe operating condition. Key points to consider include: * The City reserves the right to request rates for rental services from both the Primary and Secondary Contractors and award the project to the contractor that offers the lowest price and an acceptable solution. * The contractor shall provide an itemized invoice to the City upon return of the pump or once per month for extended rental periods. * The City may require the submission of schematics of the pumps before or as part of awarding the contract to ensure compatibility with pump station connections and plumbing. * The contractor shall take every precaution for the protection of persons and property, including City and City employees' personal property. * The contractor shall be responsible for any damages to City property and/or associated structures, and the cost of repairs for any damages will be deducted from the money owed to the contractor.

Budget estimate

$1,000,000 – $5,000,000

The potential budget for this contract can be estimated based on the rental rates for the equipment and the expected duration of the rental periods. Since the City is looking for a five-year contract, the total budget will depend on the frequency and duration of equipment rentals. Assuming an average rental period of a few weeks to a few months, and considering the variety of equipment and their respective rental rates, a rough estimate for the annual budget could range from $200,000 to $1,000,000. Over the five-year term, this could amount to $1,000,000 to $5,000,000. However, this is a wide and rough estimate, and the actual budget will depend on the specifics of the contract and the usage of the rental services.
