This solicitation seeks a qualified contractor to provide comprehensive bypass pumping services for Gwinnett County’s water and wastewater infrastructure on a “as‑needed” basis. The contractor must supply, install, operate, and maintain a full suite of pumps, generators, hoses, valves, and related equipment, as well as provide 24/7 on‑site “pump‑watch” personnel. All costs—including fuel, permits, transportation, and consumables—must be bundled into the quoted rates; separate markup lines are not permitted except for a capped 10 % material markup. The contract is a one‑year term beginning February 1 2027 with up to four optional one‑year renewals, and award will be based on the lowest responsive and responsible bid.
• Provide standby, operational, and emergency bypass pumping for treatment facilities, pump stations, and gravity sewers.
• Deliver all equipment (diesel/self‑priming, high‑head, submersible hydraulic/electric pumps, generators, motor starters/VFDs, hoses, fittings, fuel tanks, sound enclosures) and handle installation, testing, operation, and removal.
• Staff a minimum of five local personnel plus pump‑watch crews (local and non‑local) and ensure compliance with OSHA confined‑space, noise (<70 dBA), and disinfection requirements.
• Submit firm unit prices for each line item; rates must remain fixed for the initial term and any renewals, with optional percentage adjustments pre‑filled for each renewal period.
