The New York City Department of Small Business Services is seeking qualified vendors to deliver DOB‑aligned Site Safety Training (SST) and SST Refresher courses to day‑laborers and city residents under Local Law 196. The contract will be awarded to a maximum of ten vendors (five competition pools in Service Area 1 and additional awards in Service Area 2), each with a three‑year base term and optional two‑year extensions, funded from a total pool of $6.2 million. Vendors must be DOB‑approved course providers, have multilingual capability (English plus at least one additional language), and maintain a physical training location in the appropriate borough for Service Area 1 awards. The performance‑based payment structure reimburses 80 % of costs up‑front and retains 20 % until contract completion, with strict reporting, record‑retention, and compliance requirements (living‑wage, paid sick leave, ESSTA, MWBE participation, data‑breach reporting).
• Provide in‑person or actively‑proctored online SST/SST Refresher training to at least 500 trainees per year per competition pool.
• Achieve ≥ 80 % SST card issuance for enrolled participants.
• Ensure multilingual instruction (English, Spanish, plus one other language) and maintain borough‑specific training sites for Service Area 1.
• Comply with DOB course provider standards, labor laws, and data‑privacy/security obligations, and submit detailed quarterly/annual reports via PASSPort.
