Stormwater Annual Engineering Services

The City of Richmond’s Department of Public Utilities is seeking an on‑call engineering firm to provide comprehensive stormwater utility services for its Capital Improvement Program and ongoing operations. The contractor will be called via task orders to perform a wide range of services—including studies, surveying, design, permitting, construction management, and emergency response—across green infrastructure, dams, floodwalls, canals, and MS4 compliance. Work will be performed under a multi‑year contract with hourly or lump‑sum task‑order pricing, and the City will issue multiple task orders as needs arise; no guaranteed volume of work is provided. • On‑call support for stormwater CIP projects (design, permitting, construction oversight) • Utility surveying, topographic, geotechnical, and environmental testing • Design services from conceptual through bid‑ready packages, including value engineering • Regulatory compliance (Virginia TMDL, MS4, Integrated Permit) and permitting assistance • Construction management, monitoring, and post‑construction QA/QC • Emergency damage assessments and rapid response services • Requirement that a Virginia‑licensed Professional Engineer oversee all work • Use of City‑provided Trimble project‑management software (TUC) • Quarterly progress meetings and detailed record‑keeping with up to three‑year retention
