DRIVER LICENSE AND IDENTIFICATION CARD SOLUTION (DL/ID)

In support of the New York State Department of Motor Vehicles’ Vision Statement to “shatter perceptions of DMV” this Request for Proposals (RFP) is being released to permit the New York State Department of Motor Vehicles (DMV, or the Department) to award a contract for the production of secure New York State Identity Documents from a qualified contractor. New York State Identity Documents include NYS Standard DL/ID/Permit, REAL ID, DL/ID/Permit, Enhanced DL/ID/Permit, Employee ID and multiple Occupation/Professional cards. The production of the cards must incorporate all possible measures necessary to ensure accurate and true issuance and delivery of the cards, while preventing the alteration or fraudulent replication of those credentials. There is general public acceptance and trust placed in documents issued by state governments, it is incumbent upon DMV to ensure the highest level of security and integrity of the credentials produced; consequently, bidders must place strong emphasis on security-driven, high-quality processes and products. DMV is seeking a partner who demonstrates a high level of experience, capability, and proficiency in integrating various technologies used in the DL/ID issuance. The Contractor’s document production services will include all required hardware, software, design, development, customization, installation, training, production, personnel, supplies and maintenance incident to production, as further described herein.
