The Federal Bureau of Prisons (BOP) is seeking information on emerging technologies to enhance monitoring and analysis of inmate communications. The BOP is interested in solutions that leverage artificial intelligence (AI), natural language processing (NLP), and advanced analytics to automatically transcribe, translate, and analyze inmate communications. The scope of desired capabilities includes multilingual audio processing, automated content analysis, integration with other data sources, user interface and analyst tools, security, privacy, and compliance, and performance and scalability.
• Multilingual audio processing: ingest audio files, detect language, provide accurate transcription, and translate non-English conversations into English in real-time or near-real time.
• Automated content analysis: AI/ML-based detection of criminal activity indicators, identification of coded language or slang, and risk-based scoring and prioritization of calls.
• Integration with other data sources: seamless interoperability with existing intelligence systems, ability to ingest and correlate inmate phone calls, electronic messaging platforms, mail scanning systems, and financial transactions.
• User interface and analyst tools: investigator dashboards, visualization of linkages between inmates, outside contacts, and financial activities, and configurable alerts and notifications.
• Security, privacy, and compliance: compliance with applicable federal, state, and local requirements, secure storage, encryption, role-based access controls, and full audit trails.
