Notice of Intent To Sole-Source - InCadence Strategic Solutions LLC ( Parsons) - Biometrics at Sea System 2.0 Services and Devices IDIQ

The United States Coast Guard (USCG) intends to award a sole-source contract to InCadence Strategic Solutions LLC for a five-year ordering period. The contract aims to sustain the Biometrics at Sea System (BASS) 2.0, which includes 1,009 JavelinXL devices, Ares Gateway, and Ares software. The USCG also plans to procure approximately 500 additional JavelinXL devices and replace 1,509 cell phones. InCadence Strategic Solutions LLC is the proprietary owner and the only authorized distributor of the JavelinXL devices, Ares Gateway, and Ares software in the U.S. • The USCG intends to procure services to sustain BASS 2.0, including software enhancements and hardware repairs. • The contract will include the replacement of cell phones interconnected with the current fielded JavelinXL devices as they reach end of life. • Interested parties may submit capability statements and rationale by April 9, 2026, 12:00 P.M., Eastern Daylight Time (EDT).
