Description

Texas A&M University’s Office of Risk, Ethics & Compliance seeks to establish a five‑year pool of qualified vendors who can serve as appointed advisors for Title IX and sex‑based misconduct administrative hearings at the College Station campus. Advisors will provide case preparation, cross‑examination support, and attend pre‑hearing conferences and live hearings. Compensation is a flat‑rate per hearing ($1,500 for hearings ≤ 5 hours, $2,000 for hearings > 5 hours) plus a $500 stipend for mandatory annual training. The university will maintain the pool and assign advisors on a case‑by‑case basis; no minimum number of hearings is guaranteed. Interested firms must submit qualifications by the September 29, 2026 deadline, with no prerequisite or mandatory pre‑bid meeting. • Scope: Advisory services for Title IX administrative hearings (pre‑hearing prep, cross‑examination, hearing participation). • Compensation: $1,500–$2,000 per hearing plus $500 annual training stipend per advisor. • Contract term: 5‑year pool agreement; advisors may be called as needed. • Requirements: Demonstrated expertise in Title IX, legal or investigative background (JD or master’s degree preferred), three recent client references, and ability to complete required training.

Budget estimate

$300,000 – $1,000,000

Based on the flat‑rate payment structure ($1,500‑$2,000 per hearing) and the $500 annual training stipend per advisor, total earnings will depend on the volume of hearings assigned. Assuming an average of 30 hearings per year (a modest estimate for a large university) the annual budget would be roughly $45,000–$60,000, plus $500 training per advisor. Over the five‑year contract term, total earnings could range from $300,000 to $1,000,000, with the high end reflecting a higher hearing volume or longer, more complex cases. Factors influencing the range include the number of cases, hearing length, and number of advisors retained.
