Description

The Military Sealift Command (COMSC) is seeking information from vendors for the operation and maintenance of three to eight offshore towing and salvage vessels in the NAVAJO Class (T-ATS). The contractor will be responsible for providing qualified vessel officers and crew, operational and technical support, and maintaining the vessels to MSC standards. The period of performance is anticipated to be one 12-month base period and four 12-month option periods, followed by one six-month option period. The contractor must have experience operating and maintaining similar vessels and meet the financial responsibility requirements described in the solicitation. Some key points to consider are: • The vessels will be operated in a "Full Operating Status" with potential for up to three 14-day voyage repair availabilities and one 60-75 day Midterm Availability/Regular Overhaul for maintenance each year. • The contractor must possess and maintain at least a SECRET-level facility clearance and process personnel for SECRET clearances. • The contractor must have experience simultaneously operating and maintaining five or more DP-2 rated Offshore Supply and/or Anchor Handling Towing & Supply ships. • The contractor must meet the financial responsibility requirements, including having adequate financial resources to perform the contract or the ability to obtain such resources.

Budget estimate

$200,000,000 – $600,000,000

The estimated budget for this contract can be estimated based on the daily operating costs and the potential length of the contract. The daily operating costs are estimated to be around $263 per day for Full Operating Status. With a potential contract length of 5 years and 365 days per year, the total estimated budget could be around $478 million. However, this is a rough estimate and the actual budget may vary depending on the specific terms of the contract and the actual costs incurred. Factors that may influence the likely payment range include the number of vessels operated, the level of maintenance required, and the actual costs of operating and maintaining the vessels.
