Description

The Board of State and Community Corrections (BSCC) is seeking a qualified contractor to provide statewide technical assistance, training, and capacity‑building services to nonprofit community‑based organizations (CBOs) that operate Community Violence Intervention (CVI) programs. The effort will support CBOs—particularly those funded through CalVIP Cohort 5—by strengthening organizational infrastructure, financial and administrative systems, case‑management and data systems, evaluation capacity, staff development, and long‑term sustainability. The contract will run from early February 2027 through the end of 2029, with a maximum funding ceiling of $2.75 million. Proposals must include a detailed work plan, training curriculum, CBO engagement strategy, and required reports, and must be submitted by October 30 2026. • Scope includes technical assistance (virtual & onsite), development and delivery of training programs, and capacity‑building plans for CBOs across 18 priority California counties. • Deliverables: TA & Capacity‑Building Plan, Training Curriculum, Work Plan & Schedule, Needs‑Assessment Tool, CBO Engagement Plan, participation in BSCC meetings, logistics coordination, progress & final reports. • Eligibility: Prime proposer must have documented experience in CVI‑related TA/training; subcontractors may be used but cannot satisfy minimum qualifications. Two work‑sample attachments and references are required. • Funding: Up to $2.75 M cost‑reimbursement; budget scores 30 % of total evaluation. Small‑business preference of 25 % applies.

Budget estimate

$2,000,000 – $2,750,000

The solicitation specifies a maximum funding ceiling of $2,750,000 for the contract period. Assuming a competitive award near the ceiling, the expected earnings range would be roughly $2.0 M to $2.75 M, depending on the scope of services proposed and any cost‑share or subcontracting arrangements. The lower bound reflects a scenario where the award is modest (e.g., ~70 % of the ceiling) while the upper bound assumes the full maximum is granted.
