Independent Auditing and Related Services for the County of Orange - fiscal years ending June 30, 2026, 2027, and 2028

The County of Orange is seeking a qualified firm to provide independent auditing and related services for the fiscal years ending June 30, 2026, 2027, and 2028. The selected firm will be responsible for conducting an examination of the County's financial statements, preparing and submitting a report on the examination, and performing other related services. The firm must have at least five years of experience in providing independent auditing and related services to public agencies, and must be a properly licensed Certified Public Accounting (CPA) firm. • The firm will be responsible for conducting an annual comprehensive financial report (ACFR) audit, as well as audits of the County's investment trust funds, pension and other postemployment benefit trust funds, and other related services. • The firm will also be responsible for performing certain agreed upon procedures for the attestation of the Section 8 Cluster for HUD, and for conducting an annual training on Subrecipient Monitoring under the Uniform Guidance. • The firm must have experience in auditing financial statements consistent with Generally Accepted Accounting Principles (GAAP), and must have a pool of local auditing professionals with sufficient collective expertise to properly staff and manage an audit of this scope.
