The City of Florissant is seeking a qualified design and engineering firm to develop preliminary planning, design, and cost estimates for a new City Hall Plaza on two adjacent parcels (approximately 1 acre total) in the historic downtown district. The consultant will work through five phases: (1) needs assessment & program confirmation, (2) detailed site survey, (3) public design & planning process with community engagement, (4) probable cost estimates & feasibility summary, and (5) final presentations and a consolidated report. The selected firm will also become eligible to compete for the subsequent full‑design and construction‑documents contract. Submissions are limited to 30 pages, must be uploaded electronically, and will be evaluated on specialized experience, capacity, past performance, and local familiarity.
• Scope includes stakeholder interviews, site surveying, preliminary design concepts, cost‑estimate modeling, feasibility analysis, and preparation of a final report for funding applications.
• Deliverables: Program Confirmation Memorandum, site‑survey documentation, preliminary design package, order‑of‑magnitude cost estimates, feasibility memorandum, and final presentation materials.
• Evaluation criteria are evenly weighted (25 % each) across experience, capability, performance history, and local familiarity.
• No fee proposal is required at this stage; fees will be negotiated after qualification.
