The Office of State Public Defender (OSPD) is seeking a modern, integrated platform to support the full range of public defense operations. The system should include case management, document intelligence, financial management, workload and timekeeping, attorney and client portals, court and agency integrations, workflow automation, and advanced analytics. The system should reduce administrative burden on OSPD staff and automate routine data capture and workflow tasks.
Some key features of the system include:
• Case management: The system should be able to manage cases from initial appearance to disposition, including pretrial proceedings, negotiations, and trials.
• Document intelligence: The system should be able to manage and analyze documents, including court filings, evidence, and other relevant documents.
• Financial management: The system should be able to manage financial operations, including attorney mileage reimbursement, expert and investigator encumbrances, panel attorney billing, and fee schedule management.
• Workflow automation: The system should be able to automate workflow tasks, including data capture, routing, and approval processes.
• Integration: The system should be able to integrate with external systems, including digital evidence repositories, court case data, and electronic filing systems.
The system should support approximately 840 system users, including staff attorneys, investigators, paralegals, support personnel, and interns. The system should also provide access for approximately 250 contract attorneys at varying access levels.
Some of the challenges that the OSPD is facing with their current system include:
• Fragmented data and custom databases: The OSPD has developed numerous custom databases and workaround systems to meet specific operational needs, resulting in fragmented data models and duplicated information.
• Validation, workflow controls, and staff burden: Many OSPD workflows involve complex eligibility rules, deadlines, approvals, and statutory requirements, which are currently dependent on manual steps and staff experience.
• Financial operations: The OSPD's financial operations are currently reliant on manual tracking, paper-based approval chains, and disconnected systems.
• Integration and interoperability: The OSPD's current platform has limited integration capabilities, often relying on manual or file-based exchanges.
