On-Call Construction Quality Assurance Services for Kiefer Landfill

The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified construction quality assurance (CQA) firms to perform construction monitoring, field and laboratory testing, and reporting associated with miscellaneous base liner system and/or final cover system construction for the Kiefer Landfill facility (KLF) on an on-call basis. The scope of work includes assessment, documentation, and reporting of repair work, as well as laboratory testing of materials. The successful proposer will be required to execute a standard consulting contract agreement with the County. • The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683. • The proposed services will be performed in conjunction with the actual liner system or cover system construction performed by a separate contractor. • The CQA services will be performed on an on-call basis to respond to emergency repairs and other miscellaneous CQA services. • The County reserves the right to modify or cancel the RFP at any time. • The proposal submission deadline is August 24, 2026, at 3:00 pm.
