The Office of the Comptroller of the Currency (OCC) seeks an independent contractor with expertise in utility audit reviews to assess the Public Utilities Commission of Ohio’s audit of the Ohio Valley Electric Corporation (OVEC) generation plants. The contractor will evaluate whether the three Ohio utilities (AEP Ohio, AES Ohio, and Duke Energy Ohio) acted prudently and in the best interest of consumers under the Legacy Generation Resource Rider, verify the reasonableness of costs, and formulate recommendations to protect residential electric customers. • Review and validate the PUCO audit findings for OVEC’s generation facilities. • Assess the prudence, justness, and reasonableness of utility actions and cost allocations under the Legacy Generation Resource Rider. • Deliver a comprehensive report with findings, conclusions, and actionable recommendations for Ohio’s residential electricity consumers.
