The U.S. Government Publishing Office (GPO) seeks a vendor to produce, bind, envelope, and mail 1,094 kits for FY 27 Open Enrollment benefits guides for the Y‑12 National Security Complex. The work includes high‑quality printing of 108,491 pages across 11 package types, conversion of supplied color PDFs to grayscale, single‑stitch binding, variable‑address envelope printing, CASS/NCOA‑certified mailing, and reimbursement of first‑class postage. The contractor must meet GPO Quality Level 3 specifications, use specified JCP paper codes, and submit all deliverables electronically via the GPO Publish portal by the deadline.
• Print 108,491 pages (forms, guides, plans) in black‑and‑white meeting 150‑line screen, 2400 × 2400 dpi (or 600 × 600 8‑bit) quality.
• Assemble 1,094 complete kits, each containing a Form, Guide, and Plan, bound with a single upper‑left stitch and placed in 10 × 13″ envelopes with variable‑print addresses.
• Perform CASS/NCOA address verification, pay first‑class postage, and submit USPS reimbursement forms; only postage is reimbursed.
• Deliver final native application files and meet all GPO PUB 310.1/310.2 and USPS DM‑M requirements.
