Description

The Grand Strand Water and Sewer Authority (GSWSA) is seeking qualified CM‑AR contractors to provide pre‑construction services and, contingent upon successful pre‑construction, to deliver construction services for Phase 1 upgrades of the Myrtle Beach Water Treatment Plant to address PFAS contamination. The effort will be carried out under a CM‑R delivery method, with the selected proposer first performing design‑assist, cost estimating, scheduling, and procurement support, then moving to a Guaranteed Maximum Price (GMP) construction contract if mutual agreement is reached. This opportunity is ideal for firms experienced in large‑scale water‑utility projects, PFAS remediation technology, and CM‑AR project delivery. • Scope includes pre‑construction (design assistance, cost estimating, scheduling, risk‑management) and full construction of PFAS treatment upgrades. • Project location: Myrtle Beach, SC; anticipated start after bid submission (July 2 2026). • Delivery method: Construction Manager at Risk (CM‑R) with potential GMP contract. • Required qualifications: CM‑AR experience, water‑treatment plant construction, PFAS remediation familiarity, ability to work under GMP terms.

Budget estimate

$5,000,000 – $15,000,000

Based on typical costs for PFAS remediation and water‑treatment plant upgrades of this scale, the total contract value is likely in the low‑to‑mid‑single‑digit millions. A modest upgrade could run around $5 M, while a more extensive PFAS treatment system (including advanced oxidation, ion exchange, and associated civil works) could approach $15 M. Therefore an estimated budget range of $5‑15 million is reasonable, with the actual figure dependent on the final GMP agreement, scope refinements, and any contingency allowances.
