The Illinois State Board of Education is seeking a single‑vendor, all‑inclusive provider to conduct comprehensive commercial real‑estate due‑diligence for a property in Springfield, Illinois. The work must be completed under a flat‑fee contract, with a single point of contact, unified invoicing, and electronic delivery of all reports. The scope includes building‑condition assessment, roof, MEP, structural, ADA compliance, Phase I environmental site assessment, and optional add‑ons subject to ISBE approval. The contract runs from execution through 30 June 2027, with final deliverables required by 1 Nov 2027.
• Perform a Property Condition Assessment (ASTM E2018) covering envelope, structure, and major systems.
• Conduct a Phase I Environmental Site Assessment (ASTM E1527) by a qualified Environmental Professional.
• Provide ADA accessibility review, roof inspection, MEP systems review, and a consolidated executive‑summary report, all delivered electronically.
• Offer optional services (e.g., ALTA survey, moisture scanning) only after ISBE pre‑approval; price must be included in the flat‑fee.
• Maintain required insurance (CGL $1M/$2M, Auto $1M, Workers’ Comp, Professional Liability $1M) and provide certificates naming the State as additional insured.
