The State of South Carolina is seeking a hosted, SaaS‑based grant‑management software solution for South Carolina State University that integrates with the university’s Ellucian Banner ERP and meets extensive security, compliance, and data‑retention requirements. The contract is a fixed‑price, multi‑year award with an initial one‑year term and up to four optional one‑year renewals, providing a total possible performance period of five years. The award will be made to a single responsible vendor who can deliver the solution, provide source code, grant a perpetual license, and support transition and disengagement phases.
• Required capabilities: full grant lifecycle management, role‑based permissions, customizable dashboards, integration with Banner, and robust security (encryption, SOC‑2/SAS‑70 compliance).
