NFS 26-045 Labor Compliance Services for Construction Projects

The City of Avondale is seeking proposals from qualified firms to provide labor compliance services for its construction projects funded by the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act (HOME) via the U.S. Department of Housing and Urban Development (HUD). The selected firm will be responsible for ensuring compliance with the Davis-Bacon Act of 1931, Section 3 of the HUD Act of 1968, and the Build America, Buy America Act (BABA) of the Infrastructure Investment and Jobs Act of 2021. The scope of work includes conducting payroll meetings, reporting to the Housing & Community Development Manager, determining Davis-Bacon wage determinations, completing and submitting required HUD forms, and maintaining compliant records. The contract will be for a period of one year with four renewable one-year options. • The City is seeking a firm with experience in providing labor compliance services to municipalities or other entities of similar size. • The firm must be registered on the System for Award Management (SAM.gov) and maintain an active SAM registration during the contract period. • The firm must provide a valid Unique Entity Identifier Number. • The firm must comply with the City's Artificial Intelligence Use Policy. • The firm must submit a proposal that includes a cover letter, vendor identification information, experience and qualifications, pricing proposal, and other required documents.
