IDIQ CONTRACT FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER SERVICES FOR RENOVATION/REPAIR OR NEW CONSTRUCTION OF FACILITIES WITH SECURED SPACES

The Naval Facilities Engineering Command is seeking to identify potential qualified small businesses to provide multi-discipline architect-engineer services for renovation/repair or new construction of facilities with secured spaces. The services will include developing requests for proposals, preparing full design plans and specifications, conducting site investigations, and producing studies and reports. The contract will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period of one year and four one-year option periods. The anticipated total work to be issued over the life of the contract shall not exceed $490 million. • The contract will require the provision of design and engineering services for secured facilities engineering services located throughout the Naval Facilities Engineering Command area of operations. • The projects will primarily be in the Naval Facilities Engineering Systems Command (NAVFAC) Atlantic and Pacific Area of Responsibility (AOR), and worldwide. • The services will include developing design requirements for Sensitive Compartmented Information Facilities (SCIFs)/Special Access Program Facilities (SAPFs) and ensuring compliance with Construction Security Plan (CSP). • The contract will require the incorporation of TEMPEST countermeasure mitigations into facility design and the provision of Post Construction Award Services (PCAS). • The contract will also require the coordination across multiple technical disciplines, including architecture, interior design, landscape architecture, civil, structural, mechanical, electrical, telecommunications, fire protection, planning, and geotechnical engineering.
